Abstract
The purpose of this working paper is to explore how much of this phenomenon is driven by SMEs. Is the transformation towards a knowledge based economy also seeing a shift to what some people call an ‘entrepreneurial economy’? Or is the knowledge economy seeing the rebirth of the corporation as the most effective means of generating and exploiting new forms of knowledge? And in the light of the recent Enterprise White paper, how do the current set of policies measure up?
